Maurice Strong …. Internationally known Canadian; ex-Chairman of PetroCanada; Founder of the 1992 Rio Conference on the Environment; ex-Chairman of Ontario Hydro; World Bank executive; currently in charge of re-structuring the United Nations … and the list goes on. What a hero! NOW

Maurice Strong was far and away the most effective executive that Ontario Hydro has had in the nineteen years I worked there. Within no time of his arrival, he firmly redirected and re-structured Ontario Hydro. At the time, Ontario Hydro was hell-bent on building many more nuclear reactors, despite dropping demand and rising prices. Maurice Strong grabbed the Corporation by the scruff of the neck, reduced the workforce by one third, stopped the nuclear expansion plans, cut capital expenditures, froze the price of electricity, pushed for sustainable development, made business units more accountable. Wow! This man walked on water! He should eat a small and obvious "one step short of the line" criminal case like this for breakfast (or so I thought). He would solve it quickly and quietly so nobody even knew it had happened (at least, that was what I expected). IMPLICATIONS OF CRIMINAL FRAUD (PII)

Unfortunately, Maurice Strong had one small strike against him: he had been nominally Director of Research during the Internal Audit investigation, as well as Chairman of Ontario Hydro. (An odd structure … I had a lot of difficulty explaining it to my buddies downtown.) That event occurred so early on in Hydro-gate that I didn’t even keep a copy of the structure. Rumor has it that Maurice Strong only appeared in Research once during his "tenure" as Director. INTERNAL "MISMANAGEMENT, FRAUD AND CORRUPTION"

As Chairman of Ontario Hydro, Maurice Strong was the "representative of the owners", ultimately the people of Ontario. As Chairman, any allegations of criminal fraud by Management are directed to him, and it is his duty to take appropriate action. Maurice Strong was involved in this case several times over a period of sixteen months.

Maurice Strong was contacted by John Murphy, PWU President, asking to discuss the issue. Maurice Strong replied quickly, fully supporting Management and dismissing Murphy’s request (note the last paragraph, given that the case was "one step short of the line").
