STAGE 1: JOB CHALLENGE

Jim Brown, then Manager of Metallurgical Research, had dithered about putting in a new NDE Section Head for two years (1990-92). Finally, Jim put in an outsider (Marc), which we considered most unfair. There were a considerable number of problems in the Department at the time, and I decided to challenge Jim’s selection. It turned out that the Ontario Hydro system didn’t recognize "merit", so the boss could choose anybody they wanted. Consequently, you suck up to the boss to get promoted in Ontario Hydro and tell him* what he wants to hear, which is one of the Corporation’s fundemental faults. As it happened, Marc and I were very similar in age; technical education; length of service. Ontario Hydro Management does not like anything approaching a threat to its powers, so it rejected my challenge whether it was based on logic, business, merit, whatever: nothing but a legal ruling would change their position on promotions.

By the time the challenge was heard (November 1992), we had already realized the reason Jim put Marc in was because he would never challenge Jim’s activities, particularly any suspicion of criminal fraud. Fraud and other problem areas looked more promising than a job challenge.
