Fraud and corruption at the top levels of Ontario Hydro
in the mid-nineties.

Following my allegations of fraud in Ontario Hydro Technologies in 1992, Ontario Hydro Management called in their Internal Audit, and covered up the fraud. I hired top Private Investigators to produce a "one step short of criminal fraud" case, which they did very well. Ontario Hydro hired Arthur Anderson to investigate my new allegations, then apparently forged Arthur Anderson’s report. Ontario Hydro fired me for insubordination in November 1996, but my union (The "Society") has held onto the case until now, and they obviously don’t want this news out either …
Why do I suspect the Arthur Anderson report is a forgery? All Arthur Anderson reports have authors’ names on the top or bottom of the report, signatures, and report numbers. This report did not. It cannot be referenced. The content is also faulty; the report claims to investigate the Hydro Internal Audit report, but doesn’t check the financial figures … for example, the Hydro Internal Audit should list all Purchase Orders, and the IA report did not.
Who has been involved in Hydro-gate? The ex-Senior Legal Council (Larry Leonoff), the ex-Chairman (Maurice Strong), and a number of other top-level Hydro Managers, plus lower level employees. Many of those involved still work for Hydro, including the focus of my initial investigation, Jim Brown.
I would like Ontario Hydro to make this Arthur Anderson report public, and resolve this issue.
I believe it is time that Ontario Hydro addresses the major issue of corruption in its past. The recent re-organization and new business philosophy in Ontario Hydro (and its spin-offs) creates the possibility of addressing previous problems. Let’s go for it.
